Fafi DC Rashid Khator said the clashes began with the discovery of a mutilated trunk of a Somali child, a short distance from where Sudan nationals are camped in Hagaldera.
Mr Khator said about 200 Sudanese refugees were yesterday moved from Hagaldera refugee camp to Ifo to avert chaos. The Sudanese make the largest number in Ifo camp, while Somalis are the majority in Hagaldera.
After the discovery, Somalia refugees regrouped and besieged the Sudanese sector, attacking anyone on sight and torching their structures.
Reports indicate the headless body of the child whose age could not be immediately established, had private organs and head missing. Its intestines were exposed and internal organs also missing.
Talking to The Standard on phone, a Sudanese who identified himself as Philip Olum, said it was foolhardy for anyone of them to kill a Somali and dump them at the doorstep.
"The child could have been murdered elsewhere and brought here," he said, adding tension was high.
